Affordable Care Act (ACA) IRS Tax Provisions

The IRS has posted tax provisions relating to the Affordable Care Act (ACA).  Highlights of the provisions include:

  • Reporting requirement for employers that provide health care coverage on W2s
  • Net investment income tax - 3.8% assessed on net investment income for individuals, estates, & trusts
  • Additional Medicare Tax - an additional medicare tax of .9% applies to individual' s wages, or self-employment income that exceeds certain thresholds
  • Small Business Health Care Tax Credit - the credit is available to small employers that pay at least half the cost of single coverage for their employees
  • Medical Device Excise Tax - 2.3% tax on medical device sales by manufactures and importers
  • Health Insurance Premium Tax Credit - a premium tax credit can be taken by individuals and families to help them afford health insurance purchased through the Exchange
  • Changes in Itemized Deduction for Medical Expenses - medical expenses can be deducted on Schedule A when they reach 10% of Adjusted Gross Income (AGI) for those under 65. For those > 65, the rate stays at 7.5%
  • Individual Shared Responsibility Provision - the provision that requires each individual to either have minimum coverage or pay a fine on one's tax return
  • Heath Coverage for Older Children - those under 27 can be included on a parent's plan
  • Excise Tax on Indoor Tanning Services - 10% tax on indoor tanning services
